Bipolar and Drinking / Drug Abuse?

I had a friend who ended up being a nasty piece of work ( defaming, slandering my best friend was my worst enemy for years.)

Any way her mother is Bipolar 1 .. She is a 50 year old woman and goes through highs and lows and pops pills all of the time, she used to drink a lot and when I was pregnant turned up at mine drunk trying to get me to drink? And was caught having sex at a childs park in broad daylight.

My friend was using me to throw all her problems onto ( through psychological projection) telling people I was how she really was, and would take out her hostility on me.

She was so determined to not turn out like her mother, stopped drinking, gave up smoking, drugs, was constantly trying to be a “normal person”. For years she was constantly telling me that I had problems and made out that she was “helping” me… Lol. She would say how she was so much better than me because she lived in a rich area, and her friends are only rich people now and all so much better than me.

Then me and 2 others hounded her for answers for her abusive behavior, her slandering and defaming gossip….. She had her huge breakdown and was “diagnosed” with bipolar..BUT blames everything on that and wants to be friends but doesn’t want to apologize expects “Sorry” to cut it… She called CPs on me for not answering her calls!!
She keeps saying she “can’t remember” things or must “Have been really depressed” But can remember things like lending me this or that etc.. Selective memory.

For the last 4 months…
She is on medication which is supposedly making her extremely lethargic and sleepy but…
She drinks every weekend. To the point of breaking her foot and not feeling it.
Took up smoking again.
Smokes pot every night.
Smacks her children daily.
Thinks her partner is cheating.
Thinks I’m out to get her back for her treatment of me.
Although suspicious of my motives tells me very personal details of her life.
Spends every cent.

Why is this happening?
Her partner obviously isn’t doing anything productive, I’m wondering why she’s even telling me these things.. Should I contact her psychologist?
I’m a little worried. I don’t even know if she is bipolar 2 maybe she is bipolar 1?
She goes to a psychotherapist / psychiatrist each week at a mental facility.
Yes, she did start the behavior before the “breakdown” but if she is so lethargic and blah then why is she drinking excessively on the weekends and smoking pot every night. + All of the above which was a lot of her mania symptoms.
