DOWNTOWN LOS ANGELES – There may be no silver bullet for homelessness, but a group anchored by local business leaders says it has a five-year plan to end the problem that is pervasive in Downtown.

Detox centers could take hit
The passage of Question 1 on this month’s state ballot — to repeal the 6.25 percent sales tax on alcohol — may cut funding to local substance-abuse treatment centers, some lawmakers and advocates said this week.
