According to the Journal of the American Medical Association, roughly 50 percent of individuals with severe mental disorders are affected by substance abuse. Thirty-seven percent of alcohol abusers and 53 percent of drug abusers also have at least one serious mental illness. Of all people diagnosed as mentally ill, 29 percent abuse either alcohol or drugs. Also, the Epidemiologic Catchment Area survey found out that individuals having sever mental disorders were at risk for having substance abuse disorder in their lifetime. It also showed that 47 percent of individuals with schizophrenia also had a substance abuse disorder (more than four times as likely as the general population) and 61 percent of individuals with bipolar disorder also had a substance abuse disorder (more than five times as likely as the general population).

I only studied psychology for my undergrad, but I’m fairly certain a majority of people with mental disorders have comorbid (more than one) diseases. For example, someone who is depressed, may likely also have anxiety.

Substance abuse is a broad term, since it can be socially based, and also fleeting. Substance addiction seems to be a longer-term demarcation, and it definitely seems to fall into the bucket of personality disorders, and reacting out of symptomatic mental illnesses.
