Drug Rehab Center Under Fire From City Officials

FAITH BASED DRUG REHABILITATION FACILITY UNDER FIRE
FROM CITY OF DESOTO
Dallas, TX – September 27, 2000 Â? Officials with the City of Desoto are attempting to close down a faith based drug and alcohol treatment ministry. The City of Desoto has made allegations of health and safety code
violations without inspecting the facility. Based on unsubstantiated reports, city officials have demanded that the ministry “release” 12 of its 23 current residents or face fines of ,000 per day.
Leaf for the Nations Counseling and Rehabilitation Center d.b.a. Rhema Ranch Ministries is a faith based drug and alcohol treatment center for homeless and indigent adult males. The Ranch is located on 4 acres
in a secluded area of the Dallas suburb and is registered with the Texas Commission on Alcohol and Drug Abuse (TCADA). Rusty Fleming, executive director of the program has stated that he will not comply with
city demands of releasing any of the men from the program.
“Putting these men back into the street may cause relapse and a number of other serious problems, said Fleming. “And I am willing to do whatever it takes to keep these men in the program, no matter what the consequences.”
The ministry has agreed to comply with any and all health and safety issues should any be found. However, Fleming adds that under the “Fair Housing Amendments Act” the City Manager is violating ministryÂ?s right to
operate as group home and that other group homes in Desoto are not being threatened or required performing under similar circumstances.
The City of Desoto has made it very clear that they will not cooperate and “make reasonable accommodations” as provided by law in the Fair Housing Amendments Act, and now becomes a strong case of discrimination because the ministry deals with drug
addicts and alcoholics.
