LANCASTER — A budget shortfall might jeopardize the availability of emergency mental health services to suicidal or potentially violent jail inmates. Orman Hall, executive director of Fairfield County’s Alcohol, Drug Addiction and Mental Health Board, alerted the Fairfield County commissioners of the “emerging situation” at their weekly meeting Tuesday.
