My Mom Is “open” to My Sister Dating This Kid?

Question by : My mom is “open” to my sister dating this kid?
My mom is into this whole “benefit of the doubt” sh!+. (My sister is 14. She has self-esteem and body image issues, which is why if a guy says he likes her, she will almost instantly like him. This other kid is 15 or 16.)
He is just a trouble maker.
A friends (janet) daughter dated him for a day. They invited him over to their house for a halloween party, and he was sitting on the side of the house smoking weed.
The first day she met him, my sister said he and his friends were BRAGGING about their alcohol and drug use, as well as their PO’s. Who in the world brags about having a PO?
Then my sister said she was going to “help” him and be a “good influence.” Janet just shook her head. She said many girls have tried to help him.
My sister said he was doing “better” and trying to straighten himself out. But to be honest, a guy will say anything to get in a girls pants. And most 15 year old guys want one thing and one thing only. ESPECIALLY a guy like him.
Also, we saw him at the park, and he was smoking a cigarette.
My mom, benefit of the doubt thing comes into play here, says she doesn’t know the kid blah blah blah and Janet needs to mind her own business.

This kid is trouble, I can feel it. But im powerless, my sister wont talk to me and my mom is on her side.
(There was some recent drama with my sister that plays a role here, I wont go into it. My mom says we need to be supportive not negative.) SMFH
