I often hear this in reference to some very rough neighborhoods here in New York, as well as in South Central LA where illicit drugs and the violence associated with them are a huge problem – they have an “open air drug market” or “open air drug trade”. What exactly does this mean? I realize it may sound self-explanatory enough; but is “open air drug market” also a technical term narcotics cops use to determine how to approach a drug problem in a certain neighborhood? Does it simply mean that drugs are usually sold out in the open in these areas instead of behind closed doors?
