By “drug” I mean alcohol, opium, etc.

Opium wars in China 19 Century they learned a hard truth – they lost control of a southern import city and at last were only able to control the drug use by summary execution of all users and dealers – the number of dead will never be known but it remains the only truly successful( stopping usage) effort to stop drug abuse.
