A councelor who specializes in substance abuse. Locate a drug and alcohol rehab. They also have outpatient programs that your loved one can attend if inpatient is not an option for him/her.

A person with a drug addiction and/or drinking problem should talk with a Certified Addictions Counselor.

This site has counseling (outpatient) and treatment programs for those with a substance abuse problem (and some offer state and/or county funding for those without health insurance): http://dasis3.samhsa.gov/ and can click one’s state of residence on the map and then continue with the search.

Those with a drug and/or alcohol problem should attend 12-step meetings offered by 12-step programs such Narcotics Anonymous and Alcoholics Anonymous. The self-help groups are free of charge, and the only requirement is having a desire to get sober.
